Chief Administrator

Role/Purpose

  • The chief administrator has overall responsibility for the operation, administration, and compliance of the child-caring institution in accordance with Act 116, MDHHS licensing rules, and all applicable federal, state, and local laws.


State of Michigan Responsibilities

An agency shall assign the chief administrator responsibility for the on-site day-to-day operation of the institution and for ensuring compliance with these rules. 


An institution’s chief administrator shall be administratively responsible annually for all of the following functions:


(a) Not less than once annually, conduct a written assessment and verify the agency’s compliance with these rules.

(b) Develop and implement a written plan to correct, within 6 months, rule violations identified as a result of the assessment conducted pursuant to subdivision (a) of this subrule.

(c) Conduct a written evaluation of trends and patterns of all unplanned discharges. 


Primary Responsibilities

  • Ensure compliance with Act 116 and all CCI administrative rules
  • Oversee program operations, staffing, budgeting, and policy implementation
  • Serve as primary liaison with MDHHS, licensing consultants, and governing bodies
  • Approve personnel actions, policies, and procedures
  • Ensure resident safety, well-being, and quality of care
  • Oversee risk management, incident reporting, and corrective action plans


Required Qualifications

A chief administrator, at the time of appointment, shall possess either of the following:


(a) A master’s degree in a human behavioral science, education, business administration, or public administration from an accredited college or university and 2 years of experience in a child-caring institution or child-placing agency or equivalent organization from another state or Canadian province.

(b) A bachelor’s degree with a major in education, a human behavioral science, business administration, or public administration from an accredited college or university and 4 years of post-bachelor’s degree experience in a child-caring institution or child-placing agency or equivalent organization from another state or Canadian province.

Social Services Supervisor

Role/Purpose

Provides supervision and oversight of social services staff and ensures delivery of appropriate casework and treatment planning services.


Primary Responsibilities

  • Supervise social services workers and clinical documentation
  • Ensure timely completion of assessments, treatment plans, and reviews
  • Coordinate services with courts, schools, and external providers
  • Monitor compliance with licensing and case management standards


Required Qualifications

A social service supervisor, at the time of appointment to the position, shall possess either of the following:

(a) A master’s degree in a human behavioral science from an accredited college or university and 2 years of experience as a social service worker.

(b) A bachelor’s degree in a human behavioral science or another major with 25% of the credits in a human behavioral science from an accredited college or university and 4 years of experience as a social service worker.

Social Services Worker

Role/Purpose

Provides case management and support services to residents and their families.


Primary Responsibilities

  • Complete intake, assessments, and service plans
  • Coordinate educational, medical, and community services
  • Maintain accurate and timely case records
  • Participate in treatment team meetings


Required Qualifications

A social service worker, at the time of appointment to the position, shall possess a bachelor’s degree with a major in a human behavioral science from an accredited college or university or another major with 25% of credits in human behavioral sciences.


Line of Authority

  • Reports to the Social Services Supervisor

Supervisor of Direct Care Workers

Role/Purpose

Provides daily supervision and leadership to direct care staff to ensure safe, structured, and therapeutic care. 


Primary Responsibilities

  • Supervise and schedule direct care workers
  • Ensure compliance with behavior management and safety policies
  • Provide on-the-job coaching and performance feedback
  • Assist with incident reporting and shift documentation


Required Qualifications

A supervisor of direct care workers shall have one of the following:


(a) A bachelor’s degree from an accredited college or university and 2 years of work experience in a child-caring institution.

(b) Two years of college from an accredited college or university and 3 years of work experience in a child-caring institution.

(c) A high school diploma and 4 years of work experience in a child caring institution.


Line of Authority

  • Reports to the chief administrator or designee
  • Supervises direct care workers

Direct Care Worker

Role/Purpose

Provides direct supervision, care, and support to residents in a structured living environment.


Primary Responsibilities

  • Supervise residents at all times as required
  • Implement behavior support and daily routines
  • Assist with personal care, meals, activities, and transportation
  • Document daily observations and incidents


Required Qualifications

  • High school diploma or equivalent
  • Ability to meet background check and training requirements


Line of Authority

  • Reports to the Supervisor of Direct Care Workers

Psychiatrist

Role/Purpose

Provides psychiatric evaluation and treatment, including medication management, for residents.


Primary Responsibilities

  • Conduct psychiatric assessments
  • Provide diagnostic evaluations
  • Prescribe and monitor psychotropic medications
  • Participate in treatment planning


Required Qualifications

  • Licensed physician in Michigan
  • Board eligible or board certified in psychiatry


Line of Authority

  • Reports to the chief administrator or medical director (if applicable)

Physician Assistant

Role/Purpose

Provides medical evaluation and treatment services under physician supervision.


Primary Responsibilities

  • Perform medical assessments
  • Provide treatment and follow-up care
  • Collaborate with prescribing clinicians


Required Qualifications

  • Licensed Physician Assistant in Michigan


Line of Authority

  • Reports to Supervising Physician and Chief Administrator

Nurse (RN/LPN)

Role/Purpose

Provides nursing care and medication administration services to residents.


Primary Responsibilities

  • Administer medications as ordered
  • Monitor resident health status
  • Maintain medical records and medication logs

Required Qualifications

  • Licensed RN or LPN in Michigan


Line of Authority

  • Reports to the Chief Administrator or Medical Supervisor

Prescribing Clinician

Role/Purpose

Authorized clinician responsible for prescribing medications and overseeing medication treatment.


Primary Responsibilities

  • Prescribe medications in compliance with Michigan law
  • Review medication effectiveness and side effects
  • Coordinate with nursing staff


Required Qualifications

  • Licensed prescriber in Michigan (MD, DO, NP, or PA as permitted)

  • Reports to the Chief Administrator

Role/Purpose

  • Provide counseling and support services

Ensures the physical plant is safe, clean, and well-maintained.


Primary Responsibilities

  • Perform routine maintenance and repairs
  • Ensure compliance with safety and fire regulations
  • Report hazards and needed repairs


Required Qualifications

  • Relevant experience in building maintenance
  • Ability to comply with background check requirements

  • Reports to the chief administrator or program's supervisor on shift
